Taking them off doesnt seem to effect quality. Is it just for comfort? If so why do microphones have them?

Windsocks or Windshields as they are called, they shut off unwanted noises - like deep breathing, crackling, spit etc. Are made of synthetic foam which tends to crumble in excessive heat and humidity (like what I constantly experience here in India). Always keep ready replacements!

What is the cheapest way of making a phone call from India to the UK?

Going over on business and have been using my UK mobile to date, its costing over £1 a min! Will be calling from Banglaore, I have a computer with me, a mobile (maybe for local sim cards?) and staying in a hotel with a phone in my room.

VoiP (Voice over IP Calls) are free once you have the approriate software - try Skype, it's free, and hardware - a simple microphone and set of headphones will do).
You can call anyone with a computer and the same software for nowthing, and the quality is great!
